Grant Information
The Alaska Highway Safety Office coordinates funding provided to Alaska by the Section 402 of Title 23 of the Highway Safety Act of 1966. We follow Federal regulations and guidelines when administering the funding to agencies within the state. In 1966, Section 402 of the Highway Safety Act established the first highway safety program - the State and Community Highway Safety Grant program. Congress has revised its highway safety grant program many times, adding new incentive grants, penalties and sanctions. State laws can impact the amount and type of funding that states receive for different programs. The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) authorized the federal surface transporation programs for highways, highway safety and transit for the Federal Fiscal Years 2006-2009. (The Federal Fiscal Year runs from October 1 through September 30.) SAFETEA-LU expired on September 30, 2009 and is now operating on continuing resolutions. 23 CFC Part 1270 Section 410. Alcohol-impaired driving countermeasures:
The purpose of this program is to reduce traffic safety problems resulting from impaired driving. Programs may include:
- Labor costs, management costs, and equipment procurement costs for the high visibility, statewide law enforcement campaigns under subsection
- The costs of the training of law enforcement personnel and the procurement of technology and equipment, including video equipment and passive alcohol sensors, to counter directly impaired operation of motor vehicles.
- The costs of public awareness, advertising, and educational campaigns that publicize use of sobriety check points or increased law enforcement efforts to counter impaired operation of motor vehicles.
- The costs of public awareness, advertising, and educational campaigns that target impaired operation of motor vehicles by persons less than 34 years of age.
- The costs of the development and implementation of a State impaired operator information system.
- The costs of operating programs that result in vehicle forfeiture or impoundment or license plate impoundment.
23 CFC Part 1270 Section 154 Open Container - Section 164 Repeat Offender:
These funds must be used for alcohol-impaired driving countermeasures; or to be directed to State and local law enforcement agencies for enforcement of laws prohibiting driving while intoxicated or driving under the influence and other related laws (including regulations), including the purchase of equipment, the training of officers, and the use of additional personnel for specific alcohol-impaired driving countermeasures, dedicated to enforcement of the laws (including regulations).
SECTION 402 - State and Community Highway Safety Grants:
The program is intended to assist states and communities in the development and implementation of highway safety programs designed to reduce traffic crashes, deaths, injuries and property damage.
- Alcohol countermeasures
- Occupant protection
- Police traffic services (e.g. enforcement)
- Emergency medical services
- Traffic records
- Motorcycle safety
- Pedestrian and bicycle safety (jointly administered by FHWA and NHTSA)
- Non-construction aspects of roadway safety (administered by FHWA)
- Speed control (jointly administered by NHTSA and FHWA)
SECTION 405-Occupant Protection Incentive Grants:
The program provides incentive grants to encourage states to adopt and implement effective programs to reduce highway deaths and injuries resulting from individuals riding unrestrained or improperly restrained in motor vehicles.
- A statewide special enforcement program for occupant protection
- A statewide child passenger protection education program
SECTION 408 - State Traffic Safety Information System Improvement:
The “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy For Users” (SAFETEA–LU) establishes a “State Traffic Safety Information System Improvement Grants” program (Section 408), which is administered by the National Highway Traffic Safety Administration (NHTSA) at the Federal level and by State Highway Safety Offices at the State level. This Section 408 program encourages States to adopt and implement effective programs to improve the timeliness accuracy, completeness, uniformity, integration, and accessibility of State data that is needed to identify priorities for national, State, and local highway and traffic safety programs; to evaluate the effectiveness of efforts to make such improvements; to link these State data systems, including traffic records, with other data systems within the State; and to improve the compatibility of the State data system with national data systems and data systems of other States to enhance the ability to observe and analyze national trends in crash occurrences, rates, outcomes, and circumstances. A State may use these grant funds only to implement such data improvement programs.

23 CFC Part 1350 - Section 2010 Motorcyclist Safety Program:
The purpose of this program is to reduce the number of crashes involving motorcyclists. Programs may include:
Motorcyclist safety training and motorcyclist awareness programs, including:
Improvements to motorcyclist safety training curricula;
Improvements in program delivery of motorcycle training to both urban and rural areas, including:
- Procurement or repair of practice motorcycles;
- Instructional materials;
- Mobile training units; and
- Leasing or purchasing facilities for closed-course motorcycle skill training;
Measures designed to increase the recruitment or retention of motorcyclist safety training instructors; and
Public awareness, public service announcements, and other outreach programs to enhance driver awareness of motorcyclists, such as the “share-the-road” safety messages developed using Share-the-Road model language.
SECTION 2011 Child Safety and Child Booster Seat Incentive Grants:
The purpose of this grant program is to encourage states to enact and enforce booster seat laws. Not more than half of the funding must be used to purchase and distribute child restraints to low income families. The remaining funds can be used for child passenger safety training, enforcement of child restraint laws and education programs about the proper use and installation of child restraints.
