Unified Planning Work Program
The Unified Planning Work Program (UPWP) serves as a management tool that identifies the nature,
timeline, staffing needs, cost, and funding sources of all FMATS planning and programming activities. It specifies
which tasks will be done with financial support from the Federal Highway Administration (FHWA) and the Federal
Transit Administration (FTA) of the U.S. Department of Transportation.
The UPWP must be updated every 2 years and fulfills the planning requirements of the national surface
transportation law and regulations (23USC 134 and 23CFR Section 420 and 450).
