Goal Setting and Good Faith Effort

The Disadvantaged Business Enterprises (DBE) program is mandated by Congress under the Transportation Equity Act for the 21st Century. The US Department of Transportation (USDOT) DBE program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financially assisted transportation contracting markets nationwide. The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.

As part of this requirement the Alaska Department of Transportation and Public Facilities (Alaska DOT&PF) sets an overall DBE Utilization goal.This goal may be achieved through race neutral means, which is implemented through customary competitive procurement procedures.Or through race conscious means, which is implemented through contract goal setting.For the current overall goal and method being implemented please see the most recent approved Goal Methodology report.

When DBE Utilization contract goals are established, it is the obligation of the bidder to make a Good Faith Effort (GFE) to meet the goal. A bidder may meet the DBE Utilization goal through the participation of certified DBE firms, by documentation of required GFE as outlined in Specification 120, or by a combination of participation and GFE.
