Commissioner Kemp began his career with the Department of Highways in 1971 as a rear chainman on a survey crew. He worked during summer breaks from college and began full time employment with DOT&PF in 1977. After serving 30 years in the construction and preconstruction sections, he retired from the department in 2006.

After retiring, Commissioner Kemp maintained a private engineering office in Juneau. In 2011, he returned to DOT&PF as the deputy commissioner for Highways and Public Facilities.

Commissioner Kemp earned a Bachelor of Science in civil engineering from the University of Washington and has been a registered professional engineer in the State of Alaska for more than 30 years. He is a lifelong Alaskan who was raised in Ketchikan and Juneau. He is the first commissioner of the department to be born and raised in Alaska and the first to work up completely through the ranks.
